Here you can find a paper (in Spanish) about the conditioning factors for the social and economic impact of open data. It is in Spanish and focused on libraries, but some of the principals could be easily generalised. Hopefully I will translate it soon.
Abstract.
The economic impact of open data has been studied and evaluated in numerous studies, however real impact analyzes show substantial differences compared with expectations. We analyze the state of the art of those factors that can determine the impact along with some of the
potential measures to help remove barriers.
